The service I use VOIP.MS says they do not block any numbers coming in or out, so setting up call waiting is something their customer must configure.

I use an ATA Linksys 2102 and Call Waiting is enabled, but it does not function. Ideas?

Do you have call waiting service? If you do (on voip?) it should work. As far as I know the 2102 cannot hold an incoming call and display call waiting. It is enabled with *25 and disabled with *45.

Actually my definition of call waiting is your outgoing call oucounters a busy signal and on the Linksys I use *05 would ring both numbers when the termination number hangs up.

That was my old provider, it is not so with VOIP.MS

Hi Thats callback when free. Its a carrier function you need to speak to you ITSP to see if they support it and if so what is the activation code.
